NBEO April Newsletter
Published on April 23, 2026
So much goes into the exams you rely on. This summer, you are invited to come see it for yourself.
This month’s NBEO newsletter issue has plenty to dig into, from an exciting new portal built specifically with regulatory boards in mind, to an invitation to tour NBEO and The National Center of Clinical Testing in Optometry® (NCCTO®) and learn first-hand all that we do to ensure optometry candidates are qualified to safely treat patients.
Come see firsthand how the candidates you’re licensing are actually being assessed. This is an opportunity to connect what you do at the board level with what happens here at the NCCTO, and we’d genuinely love to have you join us this summer.
We’re also clearing up a common misconception about exam scoring timelines in our ongoing “Mythbusters” series, and we close with an important update on our commitment to patient safety and collaboration with regulatory boards.
New Regulatory Board Portal Is Live
On Monday, March 30, we launched our new Regulatory Board Portal. This secure platform provides authorized regulatory board representatives with streamlined access to NBEO Official Score Report data.
Here’s what you need to know. The new portal:
Features an improved user experience.
Allows for more efficient information sharing between NBEO and regulatory boards.
Has the same ability to download score reports you are already familiar with.
If you missed our virtual training in March, click here to watch a video that guides you through the improved user experience and streamlined reporting process.
To access the new portal, each jurisdiction is required to complete the User Access and Licensure Criteria Form. Please be prepared to:
Designate authorized users (name, title, official board email).
Confirm jurisdiction-specific licensure criteria including required NBEO examinations (Part I, Part II, Part III, and any additional exams, such as TMOD, ISE, LSPE).
This information allows NBEO to align portal access with each jurisdiction’s regulatory requirements and candidate score release authorization. Access credentials will be issued 1 to 2 business days after submissions have been reviewed and approved.
Click here to complete the required form. It may take up to two business days to receive access after completing the form.
We’re here to help. If you have any questions after watching our onboarding video, please reach out to scoring@optometry.org.
You’re Invited! Regulatory Board Day at NBEO on Aug. 8, 2026
On Sat., Aug. 8, NBEO will host regulatory board representatives at our headquarters in Charlotte, N.C.
We know the best way to fully understand what we do is to see it firsthand – and we want you to witness it too. We’re inviting every regulatory board to join us in-person in Charlotte this summer to tour our facility, witness testing firsthand, and meet with our team to understand how our exam content is created and scored, and why that process is so important to ensure patient safety. It is our hope that this experience will deepen collaboration and continue dialogue with our regulatory board members.
Planning to attend? RSVP by emailing NBEO@optometry.org.
Mythbusters!
Myth: NBEO could release scores earlier, but chooses to delay them.
Fact: Scores aren’t delayed. They’re verified. While it’s true that raw score data becomes available quickly after testing, a passing score isn’t simply a number. Exam forms change frequently and multiple forms are offered at each administration, scores must be carefully analyzed to ensure candidate fairness and consistent standards before a final score determination can be made. That process takes time, and for good reason.
High Stakes Demand Candidate Fairness and Consistent Standards
These exams are the culmination of years of candidate study and the final check to ensure promising optometrists have the minimum skills necessary to safely care for patients. High stakes exams must be treated with the utmost respect. Therefore, after testing closes, the NBEO psychometrician alongside external psychometricians, the exam directors and a panel of practicing optometrists, who serve as subject-matter experts, review the results. Any exam items that performed unexpectedly or received candidate critiques are reviewed by NBEO staff and then if appropriate escalated to the post-administration council to determine whether those items should be removed from scoring. Simultaneously, an independent data forensic team reviews results for any irregularities that could compromise exam integrity. All of these steps are an important and time consuming process to ensure candidate fairness.
Only once all of that is complete can a fair, defensible pass/fail determination be made.
This process is consistent across high-stakes licensure exams and is vital to ensure patient safety. For a more in-depth look at how NBEO scores exams and ensures fairness, visit our website.
Regulatory Board Visits
We recently had the pleasure of welcoming members of the Alabama Board of Optometry to the National Center for Clinical Testing in Optometry (NCCTO) for a behind-the-scenes visit with NBEO leadership.
During their time with us, we had engaging and productive discussions on key aspects of the examination process, including item writing and psychometrics. These conversations provided an opportunity to share insights, answer questions, and further strengthen our shared commitment to maintaining high standards in optometric assessment.
We value these opportunities to connect directly with regulatory boards and foster collaboration across the profession.
If your board is interested in scheduling a visit to NCCTO or meeting with NBEO leadership, we would be happy to host you. Please feel free to reach out to us at media@optometry.org to start the conversation.
A Closing Reflection
Our mission at NBEO is to protect the public through competence assessment. Every one of us at NBEO is committed to advancing that mission in collaboration with the regulatory boards.
If you have any questions about NBEO activities or communications please reach out to us. We would be more then happy to have a conversation with you and your regulatory board.
Our Regulatory Board Day in August will provide an important opportunity for us to connect in person, and for you to gain a deeper understanding of the lengths to which we go to ensure candidates have proven they possess the required competency to treat patients in your state.
Also know that we are available to participate in regulatory board meetings if that would be helpful. We are more than happy to answer questions or provide details, as needed.
Please reach out to nbeo@optometry.org to connect, and we hope to see you in August.
